RTE Comments works only for logged in users, replacing the comment area with a fully blown WYSIWYG editor.

The rich text editor is WP's native TinyMCE version.

Installation:

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
